1.  Is it fair to force the states to pay something that is the responsibility of the national government? 
I don't think its fair because if its a certain states money then the officials of that state should get to choose how they spend that money.

2.  go to http://travel.nationalgeographic.com/travel/national-parks/most-visited-parks-photos/ and look at the most visited national parks in the United States.  Then select which of the parks you would most like to visit and tell why.
