1.  What does this say about the state of our legislative branch?
The state of our Legislative branch must be , as of now, going down hill. They can't seem to compromise nor can then be reasonable with each other. Changes. Need. To. Happen.

 2.  If you were the Speaker of the House, how would you rectify this situation?
As the speaker, I would look into what is the main reason for such approval rating and then I'd work to fix them.
